决定草案提出身份管理政策，需要用户向互联网或电信运营商提供真实的身份信息。

Identity management就是身份管理，这里特指的互联网身份管理为online identity management，可在后台进行（be conducted backstage）。决定草案规定， 国家保护可以辨别公民个人身份（determine the identity）和涉及公民个人隐私（personal privacy）的电子信息（digital information）。任何组织和个人不能参与窃取或供应个人电子信息（theft or trading of personal digital information）的活动。

个人电子信息被泄露后可能致使的情形有identity theft（身份窃取）、bank account theft（银行账户失窃），与online fraud（互联网诈骗）等。
